Nobody has as yet been appointed as a Chairperson for the Standing Committee on Public Accounts (Scopa) after its former Chairperson, Rob Tooley was appointed as Treasury MEC in May.
Speculation is rife that former Scopa chairperson Rudolph Phala, who did an excellent job while presiding over the committee, might again fill the hot seat. Phala was replaced by Tooley as MEC for the Treasury.
Another name mentioned is that of Elias Nong, a party stalwart and long serving Scopa member. Nong currently chairs the Petitions and Public Participation Committee of the Legislature.
It is not expected that the position would be filled before the swearing in of the new Speaker of the Legislature, which may take place as soon as the winter recess ends. Legislature Spokesperson Andries Lekalakala informed that the Legislature will commence its post-recess sittings on 27 August.
According to the Standing Rules and Order of the Limpopo Legislature, Rule 31(2) states that: “If the chairperson of a committee is absent or unable to perform the functions of the chairperson, the committee must, before it commences its business, elect one of its members to act as chairperson for the duration of that meeting only.” This means that in the case of Scopa the Committee Coordinator will chair the meeting for the election of a chairperson for that day and the elected chairperson will then continue to preside over the meeting.
Should a chairperson not have been appointed when the Committee starts its hearings, possibly in September, this procedure would be followed until such time as a chairperson is appointed.
